Based on my research, I suggest you try the following steps to narrow down
this problem:

1. Please refer to the following KB for detailed steps to reset secure
channel and let me know the result:

How to Use Netdom.exe to Reset Machine Account Passwords of a Windows 2000
Domain Controller
http://support.microsoft.com/kb/260575/EN-US/

2. Please use the Nslookup.exe command line tool to verify the A records
and the PTR records related to CLISBS.CLILANG.LOCAL and its IP address, to
do so:

Using NSlookup.exe
http://support.microsoft.com/kb/200525/en-us

3. Please search the domain and see if there are any other duplicate names
that may cause the issue. To do so, run the command ldifde -f c:\export.txt
-t 3268 -d "DC= CLILANG, DC=LOCAL". Compress the c:\export.txt file and
send it to me at v-stezhu@xxxxxxxxxxxxxx
