On the SBS, open Exchange System Manager. Under Connectors, open the
properties of the SmallBusiness SMTP Connector. On the Delivery Options
tab, change the Connection Time to Always Run.
Anyone who thinks they are seeing a delay in outgoing mail (or messages in
the outbound queue) should take a look at this. There's some speculation
that this setting may be getting changed by a patch or something - the
default is Always Run, but a few people have reported it set as 1 hour.

I have a exchange 2003 sbs server , I have installed server which has
10 users. But When the users send message the message delivered but too
late? If I click the force connection the mail sent? How can i change
time schedule? There is no problem recevible mail.
