Thanks for posting here.
From your post, my understanding on this post is: you cannot use remotedesktop using Administrator user account, but you can use the other users
in remote desktop group to logon remotely using remote desktop. If I am off
base, please feel free to let me know.
Before we go any further, please let me know some information, so that we
can understand your situation more clearly.
1. What's the exact OS on your problematic PC? (Windows XP Pro with SP1 or
SP2)
2. Please let me know whether the workstation and the terminal serve are
both in a LAN.
3. Please let me know can you establish RDC to the terminal server from
other workstations.
For your situation, I'd like to provide some suggestions as below:
Suggestion 1:

1. Verify that the RDP-Tcp connection object has granted the necessary
users and/or groups "User Access" to the Terminal Server.
2. Verify that the local policy of the computer grants these users and/or
groups both of the "Access this computer from the network" and "Logon
locally" rights.

I also suspect this issue may relate to some third-party applications, so
we may start the problematic computer in safe mode to see if this issue
occurs. And the step to boot into safe mode is below:
Safe Mode loads a minimally protected-mode configuration, disabling Windows
device drivers and using the standard VGA display adapter.
1. Restart the computer.
2. Keep pressing F8 key until the Windows Startup menu appears.
3. Choose the Safe Mode with Network, and press Enter.
Note: Some third party applications and some hardware device cannot be used
during Safe Mode. You will temporarily be unable to connect to the Internet
temporarily while in Safe Mode.
If this issue disappears in the safe mode, I suspect that it is related to
some third-party services or programs. You may Use Clean Boot to eliminate
third party interference Boot into Clean Boot environment. Steps are below.
1. Click Start, click Run, type "msconfig" (without the quotation marks) in
the Open box, and then click OK.
2. In the Startup tab, click the "Disable All" button.
3. In the Services tab, check the "Hide All Microsoft Services" checkbox,
and then click the "Disable All" button.
4. Click OK and restart your computer.
