The problem is that you have an A record but no MX record for ne-corp.com.
Get with Network Solutions and have them setup an MX record for you.

Yes I am trying to use Outlook express to connect to the Exchange server

download pop3 mail. I have one of the managers in my company that uses
Microsoft Outlook for internal emails and Outlook Express for mail coming
