From what I see in your post, there's no reason for a message to show upmissing its PDF attachment, unless it's Symantec. Failing that, it would
almost certainly have to be something on the recipient's end. If your
attachment exceeded the size limitation that may be set in Exchange, the
whole message would fail, not just the attachment.

We have a new 2003 Small Business Server with SP1, Exchange SP 2,
Symantec Mail Security for exchange with default settings.
Right away we noticed lots of email sending problems, some emails never
showed up, some that showed up did not have any attachments.
I created a PTR record created for our IP that didn't seem to help.
At first we were sending email through the servers DNS, then we have
changed it to forward to our ISP SMTP Server, that seemed to fix alot of
the problems
but we still have a few email that go out that show up with no
attachments.
I have about 20 Small Business Servers all configured the same way. I
have gone through all the exchange settings line by line to see if
anything is different. The setting all appear to be the same.
