Companyweb not avaliable / Server application unavailable

The companyweb, remote, backup, monitoring and reporting asp portal are all
malfunction after the weekend. The page comes with the big red word "Server
Applciation Unavailable". The following error error also comes up in
application log after iis restart each time. However, I don't think it is
related because we have this error since three months ago.

Event Source: Active Server Pages
Event ID: 5
Description:
Error: The Template Persistent Cache initialization failed for Application
Pool 'DefaultAppPool' because of the following error: Could not create a
Disk Cache Sub-directory for the Application Pool. The data may have
additional error codes..

I follow the recommendations and check permissions of the "network services"
and iis_wpg on difference folders and check IIS default web / application
pool settings and problem does not resolve.

Looks like I have to re-install the intranet component again. But wondering
what impact it will have for other applications. i.e. OWA. Any idea?
