Groups Policy for various screensaver timeouts

Using Windows Server 2003 and just getting familiar with Group Policy.
I have some users whom I need to set a screensaver to timeout in 30
minutes, some users at 15 minutes, and some at 5 minutes. I know how to
edit the default group Policy to accomplish one timeout period for all
users, but how do I do this for so I can set a specific timeout for
specific users?

Currently, the Active Directory does not have any groups and I have not
added any OUs - is this what I do? If so, how?
Thanks!
