I think you have misunderstood my post.
When installing MS Project Server you have the option to allow "enterprise"
or "non-enterprise" options. The guide I was following stated the SBS 2003
didnt allow "enterprise" options such as saving project files to a central
database i.e. MS Project Server instead only publish changes etc? - very
limiting.
Therefore I posed the question what is stopping SBS 2003 from allowing
Enterprise options to be selected and its not licencing.

For one we're not licensed for SBS 2000 Enteprise.
