Why cant I use ENTERPRISE options for Project Server?

Hello all,
I have successfully installed MS PROJECT SERVER 2003 on SBS 2003 PREMIUM
EDITION running SQL SERVER 2000.
I have done so by following http://www.sbslinks.com/pdf/ProjectServer.pdf
and without installing ANALYSIS SERVICES... BUT
In this help guide it says "SQL for SBS does not support these enterprise
features"... why not???? is it because this guide did not install ANALYSIS
SERVICES or is it because I need SQL Enterprise Ed? I would like to be able
to use the enterprise edition if possible but dont want to start guessing
why this help guide which everyone seems to refer to says that it cannot be
done.
Any help would be appreciated.
