According to your reply, I need confirm following information with you:

1. You mentioned "physically see hard disk activity on the server",

a. Do you mean you notice the hard disk light on the Server keeps shining?
b. Is it continuous shining or just twinkle? Please fully describe the
symptom.

2. On the SBS Server, go to Start -> Administrative Tools -> Performance,
please use the Performance Tool to monitor your Server.

Regarding the error message, it appears that the server cannot write the
configurations into the registry. The problem could be related to the
registry permissions. Here, I would suggest you try the following steps:

1. Open regedit program. Navigate to the following registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RemoteAccess

2. Right-click it and choose 'Permissions'.

3. Make sure that the following accounts have the 'Full control'
permissions to the key and the sub keys:
Administrators
NETWORK SERVICE
SYSTEM

4. Check the permission of 'Network Configuration Operators'. To set the
permission, you can click 'Advanced' button. Select the user account and
choose 'Edit'. The account should have the following permissions:
Query Value
Set Value
Create subkey
Enumerate subkeys
Notify
Delete
Read control

5. Make sure that the Users and Local Service accounts have the Read
permission.

6. Close the regedit program. Restart the ISA server. Open ISA Management
console, reapply 'Verify that VPN client Access is Enabled'.

1. As soon as I install the services packs (1 or 2) I immediatelys see
(you
can physically see hard disk activity on the server) an increase without
any
workstations being conected. Even when only one workstation is connected
and with no activity it remains the same.

2. The above disk activity accures every 15-20 seconds and then repeats.
This is definatly not part of normal networks usage / network disk
requests
/ writes.

3. The logs look ok. The only one that comes to mind is this one:

"Failed to save the Routing and Remote Access service configuration in the
registry. The registry key:
System\CurrentControlSet\Services\RemoteAccess\Parameters\Ip, registry
value: - could not be accessed for writing. The VPN configuration of the
server is incomplete."
