Hi Jenny,
In step a) below I don't see the path you take. I can get all the way down
to the First Administrative Group and then after that I only see Servers and
the Information Store. I don't see the Folder Hierarchies adn Public Folders
entries in ADSIedit. Is this info missing or should it be there in sbs 2003?

1. Please double check if the option "Allow inheritable permissions from
parent to propagate to this Object" is selected on the CN= "Folder

b. Right click CN=Public Folders to open its Properties page, under
Security tab, please ensure Administrator has Full Control permissions.
Also Ensure the Exchange Domain Servers group has Full Control permissions
on the servers that host the public folder hierarchy.
c. Click Advanced button, please ensure Checked the option "Allow
inheritable permissions from parent to propagate to this Object¡". Then
click OK to finish the configuration.
2. Please also check if the value of the msexchpftreetype entry is 1. If
not, please verify it. You can refer to the following steps to change:
a. Locate the node CN=Public Folders as above steps, open its Properties
page, under Attribute Editor tab, please find the entry msexchpftreetype in
attributes list.
b. Double click it to ensure the value is 1. click OK to finish the
configuration.
3. Then please restart the Exchange server, and then test to see if the
issue persists still.

Hi Jenny, I will try that later today. In the meantime I wanted to let you
know of something new I found. If I right-click the mailbox store (in ESM)
and not the public folder store and choose properties when I try to browse
for the public folder store I get this error message:
"the operation failed because you do not have read permission on the
administrative group containing the public folder tree"
I checked the delegate access permissions and the administrator is part of
the Full Exchange Administrators group so i'm not sure why I received this
error message.

Hi Jenny...I reset the system folders per the article you provided but
unfortunately the Schedule Free/Busy folder did not reappear after I
restarted the server. I also tried opening Outlook with the
issue.switch but that failed as well. Any other ideas to try?
