Sorry to keep you waiting.
I have discussed with SQL Engineers but we cannot reproduce your issue
here, so please help me to perform following steps and gather more detailed
information to further troubleshoot your issue:

Suggestion 1:
Since the error refers to the MSDEWriter, and 0x800423f4 is translated to
VSS_E_WRITERERROR_NONRETRYABLE, I think this could be a service account
issue of the MSDE instance. For a further troubleshooting, please refer to
the following steps.
1. Run Services.msc to bring up the service console
2. Double click MSSQL$SHAREPOINT to open the properties page.
3. In the logon tab, please make sure this service is running under Local
System Account instead of a specific account
4. Please check the same settings with MSSQL$SBSMONITORING service
5. Restart the server and test your issue again.
In addition, please also make sure MSSQLServer service is running under
System Account service.
Suggestion 2:
a. On the SBS Server, go to Start -> Run "regedit" (without quotation
marks).
b. Check if you have following registry keys:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSDTS\Setup
DTSInstall=DWORD: 00000001
DTSPath = "C:\\Program Files\\Microsoft SQL Server\\90\\DTS\\"
c. You may need to restart Server.
Suggestion 3:
You cannot back up a volume by using the Volume Shadow Copy Service in
Windows Server 2003 after you install Microsoft SQL Server 2005 CTP

If the issue persists, please help me to gather following information for
further research:
1. Are you running the SBS 2K3 SP1?
2. Please help me to gather Backup Log:
1) The Backupxx.log files in the folder 'C:\Documents and Settings\SBS
Backup User\Local Settings\Application Data\Microsoft\Windows
NT\NTBackup\data'.
2) The Sbsbackuplog0x.log files which can be located under the folder
'%sbsprogramdir%\Support\Backup Logs'.
Please zip these backup logs and send them two attachments to my mailbox:
