For starters, 20% average CPU is very high. Even on my old hardware with
1.1 ghz P4, the CPU would generally be around 1-3% with occasional higher
spikes. The first thing I would do is to use task manager to figure out
what's using the CPU cycles. If it's something essential, you need to
figure out why it's using so much CPU. Otherwise, shut it down to see if
that helps.

With intermittent problems, it's obviously difficult to tell if a specific
action helps. Generally, after looking at CPU, I would be looking at 3rd
party (non-Microsoft) services that are running on the server. If you have
services that you don't need running, disable them to see if the problems
lessen or go away. The SBS integrated apps receive an unbelievable amount
of testing, plus we're all running them, which is why I generally look to
3rd party apps for this type of problem. If it was Microsoft, a lot of us
would be having the same experience.

In particular, check your AV configuration. You should not be scanning
Exchange databases with a file-level scanner. If you have background
scanning for Exchange enabled, turn that off too. Exclude windows:\IIS
Temporary Compressed Files, windows:\system32\IIS and
windows:\system32\inetsrv.

Some other things I would try:

- if you have the indexing service running, disable it temporarily to see if
that helps
- make sure all of the partitions have plenty of free space - not less than
20% free, and 25 is better.
- find all the temp directories and delete contents
- check all network connectivity to make sure you're not having intermittent
problems caused by hardware

We have an SBS 2003 with all the critical updates but not SP1, SQL2000
(sp3) no Exchange, and it is running as a public webserver (ASP
applications)

It has been running for around 2 years without too many problems until
now.

We have been encountering several intermittent problems over the last
few months and recently these have become far too common to ignore. We
have not been able to find a solution to these problems some of which
are very serious. We are slowly coming around to the idea that these
problems are all caused by some underlying problem, because when these
problems are occuring at their worst we always *also* get problems with
insufficient resources.

The main problems are as follows:
1. IIS application pool crashes (seems to be ransom - even pools with
html-only crash)
2. General network error returned by the oledb driver when accessing
the SQL server from ASP scripts.
3. unable to log on with remote desktop - claims that the machine did
not respond and therefore might not have remote access enabled or has
exceeded the maximum number of connections(with eventlog entries saying
there were insuficcient resources). Often if 1 person is logged on with
remote desktop another person cannot log on, and if he/she tries then
problem 2. above occurs immediately.
4. unable to open snapins due to insufficient resources.
5. group policy processing gets aborted (cannot access gpt.ini due to
insufficient quota to complete the requested service)
6. database backups fail with error "Operating system error=32(error
not found)

Note: all the above problems are sporadic. Sometimes they occur a lot
and sometimes not at all. For example we can get a general network
error on an asp page but when the page is refresged it will generally
work fine. At other times the problems occur almost all the time. Left
to its own devices the machine eventually recovers from all these
problems and works "ok" (I use the term very loosely)

There is never a lot of CPU being used (averaging around 20%)

The machine has 1GB physical Ram with pagefile set to 1.5GB min / 3.5GB
max and task manager never reports much more than 1.5GB PF useage.

Drive C: is mirrored (with hardware (Promise) fastrack controller and
2x40GB IDE drives) and sometimes there are eventlog entries saying that
non paging requests were delayed due to a low memory condition.

On 2 occasions drive D: (on the primary IDE channel) has completey
disappeared from the system - a hard reboot fixed that problem.

Device Manager shows no problems with hardware - often we cannot open
Device Manager becuase of insufficient resources.

Both drives have been defragmented and checked for errors.

We have tried to troubleshoot all of the errors above, all without any
success). It has been suggested that we have a hardware problem, though
other advice tells us that this is unlikely becuase a hardware problem
would likely result in more serious/catastrophic errors. There has
never been a blue screen of death.

There are so many problems with the machine that we don't know the best
way to troubleshoot it.

Any advise much appreciated !
