Thanks a lot for your great input!
Yes, in SBS 2K3 Server, we do not support install Program Files on a
different drive, but leave WINDOWS on C drive. Program Files must locate at
the same drive with WINDOWS.

I think here's where you went wrong, the regedit of the 'Program Files'
However, you state that
"D:\Program Files\Windows for Small Business
Server"
This folder does not exist on D: but does exist on c:
two solutions seem to exist
1) undo your reg mod
2) move (do not copy, move) the W4SBS to D: [DANGER]
Look, you've learnt a valuable lesson. SBS is a highly and tightly
integrated package. reg hacking SBS is not to be taken lightly. I reckon
that option 1 is less likely to cause you grief than 2.
