Hi Adrian,
Thank you for the new information. After I deep review the application log
you provide, I find the Event 8011 in the Application Log. But the Event
8011 contains the following error message; please compare the Event 8011
with the correct message:
Portion of your Event 8011 message:
----------------------------------------
(&(USNChanged>=160388)((objectCategory=msExchAddressListService))),
The correct Event 8011 message:
---------------------------------------
(&(USNChanged>=273870)(uSNChanged<=298312)((objectclass=*)))'
In this event description, you notice that the RUS is searching for any
objects that have an uSNChanged attribute value between 273870 and 298312.
The RUS will update this type user object in the Active Directory.
Therefore, the RUS cannot fine the USNChanged attribute of the new user.
Based on my research, I suggest you try to install Exchange Server SP2 on
your server. Please refer to the following technology article to install
Exchange Server SP2:
Service Pack 2 for Exchange Server 2003

If the issue persists, please try the following steps to solve this issue:
1. Please reconfirm you already click "update now" on Recipient update
service.
2. Please try to run LDP.exe to connect domain controller on your Exchange
server. to do so, please refer to the following knowledge base article:
