WIA is for webcams and scanners.
It's basically a mechanism for TWAIN devices (not entirely technically
correct, but close enough).
I have it running on my development Windows 2003 Enterprise box because I
have a scanner attached to it along with a webcam. It should not adversely
affect anything and is a pretty light service. I think you can safely enable
it if you have a business need to attach a scanner or a webcam to this
system.
