You can change this via group policy or the local security policy on the
server.

The setting is called Interactive Logon: Do not require CTRL+ALT+DEL, you
will find it under Computer Configuration, Windows Settings, Security
Settings, Security Options.

Is there a way to bypass that dialog that promp you to do a
CTRL - ALT - DEL combination when you start the Server ?
