Thanks for posting here.

From your post, my understanding on the issue is: when you invite one user
to a calendar entry, all of people will gets this invite. If I am off
base,
please feel free to let me know.

Based on my experience, the issue may occur if the user A has added the
user B in her Delegates list and checked the "Delegate receives copies of
meeting-related messages sent to me" box. Then, user B also receives the
specific meeting request.

To turn off this feature, please perform the steps below.

(1) Open user A's Outlook.
(2) Click Tools -> Options.
(3) Click Delegate tab, check whether user B is in his Delegates list. In
this case, choose the user B and then click Remove button.
(4) Click OK twice.

If the issue persists, continue with the following steps:

Step 1: Clear the delegate rule with MDBView32

1. Start the MDBView utility, click MAPI_Explicit_PROFILE, and then click
OK.

2. Click the profile name for UserB.

3. On the MDB menu, click Open Message Store. In the Store Display Name
pane, click the user's mailbox, and then click Open.

4. On the MDB menu, click Open Root Folder.

5. In the root folder, double-click the "Top of Information Store" folder.

6. Double-click the Inbox folder.

7. In the "Associated message in FLD" window, double-click to open each
message until you find a message with "Schedule + EMS Interface" in the
properties (the bottom window in the dialog).

8. Close this message to return the focus to the list.

9. To delete this message, in the Associated Message In FLD window, click
to select the message. In the Operations Available box, click the
"lpFLD->DeleteMessages()". Click Call Function and then click OK to
confirm
the deletion. The message is deleted.

Step 2: Recreate the mailbox in problem
===============================
If the issue continues, please try to rebuild the UserB's mailbox. To do
so:

1. Use Outlook or exmerge tool to export mailbox to PST file.

To use the Import and Export Wizard in Outlook:
a. On the File menu in Outlook, click Import and Export.
b. Under "Choose an action to perform", click "Export to a personal folder
file (.pst)", and then click Next.
c. Click to select the MAPI folder that you want to share, and then click
Next.
d. Save the PST file.

To use Exmerge, refer to the following article:

2. Open the PST file from some other Outlook client to verify if we can
access inbox in the PST file.

3. If the PST file is good, go to ADUC (Active Directory Users and
Computers), right-click the problematic user and then click Exchange
tasks.
Select remove exchange attributes.

4. Right-click the user again and then click Exchange tasks. Select create
mailbox.

5. Import PST back into mailbox using Exmerge or Outlook.

In the meanwhile, please let me know the following information about this
issue:

1. Does the issue appear on normal messages?

2. Please create two users via Active Directory Users and Computers
snap-in. Let's say they are user1 and user2. Please log on user1's mailbox
and invite user2 to calendar entry. Does the issue disappear?

3. Please try to log user1 on another computer where Outlook works
normally
and then invite user2 to calendar entry. Does the same issue occur?
