Thanks for your update.
The behavior is expected. Different users have different personal
information settings such as Company name, Fax number, country and so on.
When users try to use the Fax on the server box first time, they need to
configure the fax wizard first. This information is stored in the following
registry:
KEY: HKEY_CURRENT_USER\Software\Microsoft\Fax\UserInfo\
When the user logon the machine to send fax next time, he do not need input
the information. It is by design. The fax configuration information is
configured per user, we can not change that. Thanks for your understanding!

OK, let me clarify....
Each user is using Remote Desktop to log into the server, they do not
have an OS on the thin client. Once they are remoted into the server,
they open the Server Management console (SBS 2003) and click on the Fax
option in the left menu and under that they select "Manage Fax Jobs".
In selecting that option, they are given a prompt titled "Fax
Configuration Wizard". This is the prompt I want to get rid of. Once
they cancel out of it the first time, they never see it again but the
initial prompt is very annoying. Thanks.
