ceicw failure on e-mail config

new install of sbs2003 premium. Event viewer is as perfect, no errors. It
gets about 3/4 the way through the e-mail config and fails. Everything is
working on the server without issues. What the heck could be causing this. I
have looked at all the postings here and nothing seems to apply.

Please advise.
