I don't know what you mean by 'new article' ... ?
You might want to consider using a newsreader like Outlook Express or Forte
Agent rather than the web interface to the newsgroups - it's a lot easier to
do nearly everything there, including searching, which is always a good idea
to do before you post, as well as mark messages to be watched, and filter
based on replies to your posts.
The Microsoft public news server is news.microsoft.com and you can subscribe
to as many groups as you like.

We require advice to simply list all of the IP addresses used on the
network. We are using SBS 2003 and use the server as the DCHP as
well.

Take a look in your DHCP server at the address leases, and you'll
see most of them. DNS may show you the rest.
I use statics on servers and network equipment*only* - for
everything else, even printers/etc, I use DHCP reservations, so
nearly everything is in there. Your mileage may vary.
