Got it!

It turns out that the administrator account had been assigned 'Allow
Access' in Active Directory, rather than 'Control Access through Remote
Access Policy'. This was a migrated Active Directory (I did a sort
of... 'half swing' :P), and I guess the previous administrator had
changed this setting. Who knew the wizards were so feeble...

As you always say Susan... migrations suck!!
