I have a small SBS2003 installation
On the server I can create the public folders in exchange, and if
they use the web interface the users can access the folders.
What they cant do is open the public folder as an extra mailbox in
Outlook.
If they try, the reply is "The mane could not be resolved, the name
could not be matched to a name in the address list.
What have I failed to do in the setup process?

You haven't done anything wrong in your setup. However, Public
folders can't be opened up as additional mailboxes in Outlook. Your
users need to navigate through the public folder tree---and then add
the PF to their Public Folder\Favorites if they wish.
Thank's mate I owe you a cold one.
I'll send you my fax number, off-group....
Is this a "new" feature of SBS/Exchange 2003?
Nope.
If memory serves me, I could create public folders on a 2000 system,
and access said folders as an extra mailbox.
Nyet, nein, non, no.... :)
