This has happened twice:

1. After server restart all mail flow stops (internal and external)
2. Messages pending submission queue has item in to which do not move -
queue is flagged "active"
3. All exchange services are running
4. A restart of IS causes more items to appear in this queue
5. Restarting other Exchange services has no effect
6. Mail stops at the time of the reboot (first item in the queue is from
the time of the reboot)
7. Event logs look clear of Exchange-related errors

Server was swung from SBS 2000. Using POP3 connector to receive internet
email.

Any ideas on what may be happening here, please?
