Thanks to all who answered so far. I've never changed the licensing mode.
In fact on my SBS 2003 box I think it can only be "Per User or Per Device",
on "Per Server". Anyway, this is not a Term Server. It's a Domain
Controller to be located at a remote office. I've spent a few hours so far
but can't seem to add these licenses. I really think it is a rights issue,
but can't seem to get around it.
Any more ideas?

I'm continuing my setup of an additional DC on my SBS network. When
to add the licenses, I get the following error:
License system / "you do not have the appropriate access privelages to
complete this operation"
Of course, I'm logged in as the administrator on the domain.
Any ideas?
By the way, here's what I'm doing:
Admin tools / Licensing
license / new license
Windows Server - Qty - 40 (same as my SBS CALS)
Accept terms - BAM - I get the above error
