So please check whether you have enabled FBA. To do so,

1. Open Exchange System Manager.

2. Expand to Servers\Protocols\HTTP\Exchange Virtual Server.

3. Right click Exchange Virtual Server, select Properties.

4. On the Settings tab, did you check the box "Enable Forms Based
Authentication"?

5. If you check this box before, please unchecked it.

6. Run "services.msc" (without quotation marks).

7. Restart all the Exchange Service and test the issue again.
