When I get to the "Deploy Software" window in the Group Policy Object
Editor, Publish is greyed out and only Assigned and Advanced are available.

How to use Group Policy to remotely install software in Windows Server
2003

This is a very simple procedure - traditionally the drawback has been that
a lot of software isn't available as an MSI package.
One lesson I learned - it's often helpful if you can put the MSI somewhere
it can be available permanently. Once a program is installed this way,
the installer will look to the original location for the installation
files. This can end up being annoying if they're gone.

Im looking for a good resource that explains how exactly I should roll
out software to SBS2003 clients.
For example, I know where I can add applications to be installed.
However, someone has to login to that machine as an administrator and run
the new installer icon that shows up. Well, I'd like something a bit
faster. For example, with SAV I was able to install the software to the
client all behind the scenes. I want to do that more often.
Right now I need to install Macromedia Flash to all the computers. I
found the .msi and I just want to push it out and have it just be there!
