I have read through the whole thread again, and let me make a summary for
your issue:

Issue description:
When trying to run the Backup Wizard from the Backup snap-in, on the
Summary page, you receive following error message:
"An unexpected error occured (80070002). The system cannot find the file
specified."
You went to the Add/Remove Programs, wanted to rerun the SBS Integrated
Setup, you encounter following error messages:
"An error occured while trying to remove Windows Small Business Server
2003. It may have already been uninstalled. Would you like to remove
Windows Small Business Server 2003 from the Add or Remove programs list?"

My analysis:
As you stated in the original post "The problems began shortly after the
install of SP1", I need to check whether you have successfully install the
SBS 2K3 SP1, and this is where we start to troubleshoot this issue.

Brian, due to complicated of the issue, I need time to analysis and gather
more information for you to research, please see:
1. In your 6th Mar reply, you replied "I don't have the same entry. What I
do have is:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer\ServicePacks".
However, from your last reply, I found:

So please go to SBS Server, run "regedit" (without quotation marks), expand
to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer. Capture a
screen shot for the whole right pane and send it to my mailbox:
v-branee@xxxxxxxxxxxxxx You also can capture another screen shot for
"ServicePacks".
2. Still in your 6th Mar reply, you replied "I think you missed where I
addressed this in my last message to you. The event viewer indicates that
this forced backup worked correctly, although the log generated upon
completion indicated an error. I am not certain where this log from the
backup is kept so I can give it to you".
I am sorry but I need a clear answer from you whether you can use
NTBackup.exe to backup any files/whole SBS Server to local hard disk. If
no, what is the exact error message? Please capture the second screen shot
and send it to my mailbox.
3. Also, please capture another two screen shots for the error messages you
encountered which I have stated in the Issue description above for accurate
research.
4. Also, please go to %system drive%\program files\Microsoft
Integration\windows small business server 2003\logs and zip the log folder
and send it to my mailbox.
Please take your time to gather the information for research. I really
