steps to solve this issue:
Step 1:

virtual directories:

Step 2:

I suggest you check Internet access setting on the Windows Small Business
Server 2003. For more information, please refer the following knowledge
base article:
How to configure Internet access in Windows Small Business Server 2003

Also you can access the following third party article to double check
whether you are running CEICW wizard correctly:
