Exmerge Error

Trying to restore a users' mailbox by exmerging that mailbox from the SBS
2000/Exchange 2000 server and exmerging back into her mailbox on the
swing-migrated SBS 2003/Exchange 2003 server.
The export worked fine (I can open that PST file without error in Outlook)
but when I try to import into Exchange 2003 I get the following errors:

permissions to log on. (0x8004011d)

Gotta be permissions, but I don't know why the domain administrator account
can't do this? Are there special permissions or what?
