Let me add that I think this can be done. I worked for HP on a contract to
support Microsoft's employees. One of the groups I worked in was the
messaging group. I remember all the steps about configuring the
client...but I don't ever remember having to install the certificate
manually through IE.
Did Microsoft just have a special trick to get this working?

Woohoo! I found that the issue was purely with the client. I missed the
minor step of installing the certificate from IE. Once that was done, a
connection was made successfully.
Thank you Ken, Les, and Crina for your help!
Now, one last question. Is there any way to make the certificate
installation happen automatically so that all that needs to be done is
configure Outlook to connect to the server? If not, I'll just document
the extra steps for the customer.

From the description, I understand the issue to be: you can not configure
RPC over HTTP and receive error 0x8004011D. If I have misunderstood your
concerns, please do not hesitate to let me know.
As I know, you need to specify office.abcgc.com for the certificate when
you run CEICW. And then please follow the steps below to install RPC over
HTTP:
1. Open http://servername/remote on SBS and then click Configure Outlook
via the Internet.
2. Please closely follow the steps listed to configure the RPC over HTTP.
