A google search turns up this as a good possibility (if you're sure you have
Exchange SP1 or SP2 installed).

As I know, it may be caused by Exchange mailbox system policy. This policy
interferes with our wizard's LDAP query and preventing mailbox creation. To
check it as following:
1. Click Start and Microsoft Exchange and System Manager.
2. Right-click Exchange server and select Properties.
3. Select Display Administrative groups and click ok.
4. Administrative groups will be displayed and expand it.
Is there a System Policy listed? If so, please record the configuration
and then delete it since SBS doesn't have this policy by default.

No error messages when you run the Add User Wizard?
You might check the add_user_wizard.log located in C:\Program
Files\Microsoft Windows Small Business Server\Support, if there are
errors
then post them here.

After creating a new user, either using the wizzard, or through the
advanced
management console, and although i gave them an e-mail adres, when i
click
properties on this new user, there is no e-mail adres listed in the
adres window. The exchange features are all there, as are the
protocols.
The
result is that i cannot connect with outlook from a client computer to
the
mailbox. The name is not found in the adres lijst.
Who know how to make this working a again for new users ? The old users
are
still doing ok. I installed all the latest service pack for sbs as well
as
for exchange.
