New SBS2003 Standard with 512KB bandwidth

Hello,
My boss wants me to setup SBS2003 standard, we primarily need this for the
email services provided for 15 user accounts. We currently have a T1 but
only a fractional part of the T1 is allocated to Ethernet. A total of 8
channels are allocated for Ethernet, totaling 512KBs. Does anyone know if
this is enough bandwidth for the email and websurfing for users without
showing showing a significant difference in latency or performance in
general? Should I encourage the boss to get a separate ISP with a bigger
pipe? I realized the SBS box will offer additional service besides the
previously described ones, however the users are clueless until I teach them
the other services. I humbly TIA.
