You can use your SBS self-created certificate without changes. Export it to
a .cer file on the SBS box. Then copy that file to the PDA. Find the .cer
file using the PDA's File Explorer and click it to launch it. That should
install the certificate for you.
If this doesn't solve the problem, you can ask the Microsoft engineers
directly at synchlp at microsoft dot com. There is also an Activesync
newsgroup that might be helpful for you.

Client has an IPAQ 6515 and is trying to use Activesync to update outlook
client on the PDA.
SBS2003 standard with Exchange fully updated. Client account has been set
up for OMA and has permission to remotely access the server.
The PDA has been added to the SBS domain and downloaded Activesync from
the
server. However, when we attempt to sync we get only partial success
locally. When we attempt to connect over the Cell net we get VPN
connection
errors.
I am wondering if this is due to the certificate?
If I change the SBS self created certificate that is created during the
CEICW will it change the reply address on outbound mail? That would be a
serious issue for the client as their mail is routed via an ISP.
Thoughts are greatly appreciated and yes I have reviewed the many threads
on
this site but have not seen one that addresses this particular issue.
Thanks and have a great day,
Rogue
