RWW Connection Problem

I have a small SBS2003 network. Some of the users want to access their
desktops from home using RWW. They have domain user rights. When they
attempt to logon to their desktop in RWW they get as far as the logon screen
to their PC. When they enter their username and password they get a "The
local policy of this system does not permit you to logon interactively"
message. I, as administrator, can logon fine using RWW. I set the Default
Domain Controllers Policy GPO to Allow logon through terminal services and
added Mobile Users, Domain Users, and Remote Web Users to the GPO, and added
the users to the workstations in question as Remote Desktop Users and
enabled Remote Desktop on the workstations, but no luck. I want to allow
them to access their desktop but I don't want to give them admin rights. Any
ideas on how to get this to work? Thanks.
