Thanks for your update.

The behavior occurs due you have not installed the SBS shared fax service
on the server box or did not install the SBS fax client to workstations.
The SBS shared fax service is different with Windows fax service. We need
install them as follows:

I. Install the SBS shared fax service on the server box. You can check if
you have installed it refer to the following steps:

Please note: you need connect to the modem on the server box.

1. Open Control Panel, access ''Windows Small Business Server setup'' in
''Add/Remove Programs''.
2. Click two times "Next" to proceed the page ''Windows Configuration'',
please check if the status of the "Fax service" is "Install". If not,
please choose "Install" to follow the guide to install the fax service.

II. We should push the shared fax client application from server to client
workstations by Deploy Client Application. When users logon workstations
again, the Shared Fax Client application will be setup automatically. You
can not setup share fax in client side. The detail steps to install share
fax client:

1. Start server management console, locate Client Computers node, click Set
Up Client Applications link to start Set Up Client Applications Wizard.
2. In Available Applications page ensure the Shared fax client is listed
and then follow the steps to deploy the application.
3. When users logon to domain from client computers next time, these client
applications will be installed.

III. And then please reconfigure Outlook 2003 to send faxes, what is the
result?

Great it worked but most of the users are not admins so i logged them off
then i logged my domain admin installed the fax service...then i logged
them
back on i followed the below steps fax tansporter isn't there?
what am i doing wrong?
