This will not solve your problem but might comfort you a bit :-)
I have seen behaviour you describe on several occasions on different sbs2003
and windows 2003 servers.
It is annoying to get this happen after you did some remote work in the
evening and there is no one in office to push the button.
I am interested to know if your system is behaving this way all the time or
only on certain reboots.

Have no problem at all with normal Restart from the Server Console.
If however I try to restart SBS from a Remote Desktop (As Dom Admin)......
The usual screen for reson etc is seen then when reson is entered, remote
desktop immediately quits - but the server does not shutdown.
It still responds to pings, a connection to \\servername\c$ from another
system (logged in as Admin) still works.
When the console on the server is opened the screen shows as grey and
mouse
pointer can be seen and responds - but the server will not repond to
anything
on the keyboard.
Only way out is hardware reset.
Even tried this with PsShutdown command to server from a domain PC while
server was in the grey screen phase - got response that server would be
rebooted in 20 seconds but nothing happened.
Any ideas where I should start looking to fix this?
