OWA may only be used from the 10 devices that have CALs allocated. Note that's the *same* 10 devices that may already have Outlook.

As many user accounts as you wish.

- Does 10 per-user CALs mean, I can only create 10 users on the server?
CALs are allocated to people, not user accounts on the server. So you may create as many user accounts as you wish, as long as they belong to the 10 Users.
- How many accounts can be managed by Exchange? Only 10?
Unlimited.
- May I install Outlook on more than 10 machines? Or do I have to use
Webaccess for more than 10?
Machines/Devices are irrelevant with User CALs. The person to whom a User CAL is allocated is allowed to use Outlook or OWA (or any other email client that can do POP3/IMAP if you configure Exchange to support those) from as many machines as he or she wishes.
