can't clear arp cache

I have a server that seems to be losing the internet connection regularly.
I have two NIC's in the machine and when the problem occurs it becomes
impossible to ping the router on hte internet connection NIC. Trying to
repair the network connection gives an error when trying to clear the ARP
cache. Restart the server and we're good to go.
This is getting a bit tedious, would changing the card fix it or have I got
a software issue?
