You need a license for every user of SBS regardless whether they are local
or remote.
You need additional Terminal Services licenses for every user who'll be
accessing Terminal Services.
That should answer your question. 30 SBS CALs (to accomodate the 26th user)
and 10 TS CALs might be what you want.
