SMTP POP3 Server

I have an unusual situation.
The set up is a normal SBS 2003 Premium network with a number of
workstations running XP pro.
In addition there is one workstation running Windows 2000 and Outlook 2000.
This machine has a fixed IP address within the SBS network range and is used
to run an old voicemail program linked to an ISDN phone system. It is NOT
possible to update the voicemail software and anything later than the
current operating system causes problems with the voicemail program. I am
trying to get the e-mail on this workstation working so that any messages
left can be sent on as attachments.
I have NOT included the workstation in the domain.
Ideally I would like it to be able to use the exchange server within SBS
under SMTP to send e-mail and use the POP3 server in Exchange to receive.
ie using Outlook 2000 in internet e-mail mode and not exchange. The
alternative would seem to be to set up Outlook 2000 under RPC over http.
Some problems have arisen.
1. I do not seem to be able to get the POP3 server in exchange to start.
2. Sending e-mail is getting stuck in the outbox - ie it is not
connecting to the SMTP server for sending.
I think problem 2 is to do with permissions. No idea about problem 1.
Has any one any ideas of where I go now?
