In your reply, you mentioned there is the Help and Support Service is
missing from another SBS 2K3 Server as this one we are currently working.
Based on my research, Help and Support Service missing can be caused if the
registry value TYPE is set to 4. So I suggest that we check the following
setting:

1. Click Start -> Run, type REGEDIT and click OK.
2. Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\helpsvc
3. In the right panel, make sure that the data of value TYPE is 20.
4. Restart the SBS Server and check if the issue is fixed.

If there is no helpsvc service listed in the registry key, we need to
export it from a working machine and import it here. For your convenience,
I include a content of the registry key here. Please open notepad.exe
application, copy and paste the following into the notepad application,
save it as a .reg file. Then double click it and select to import the key.
Restart the computer and check if the issue is fixed:

I've now had the chance to try these.

Initially I ran the:

%SYSTEMROOT%\PCHEALTH\HELPCTR\Binaries/helpsvc /svchost netsvcs /regserver
/install

command to no effect. I saw svchost appear briefly in Task Manager waited
about 5 mins and restarted the server. The service still will not start
and
produces the same error.

I subsequently ran the:

rundll32.exe setupapi,InstallHinfSection DefaultInstall 132
C:\windows\inf\pchealth.inf

command and a pop-up appeared with the message:

Error in setupapi. Missing enry: installhinfsection.

Oh dear. I now have another server with the Help and Support service
missing and this does appear to relate to a few recently released updates.
I
tried the first fix on that and it didn't work unfortunately.
