Yes put it after current ISP router. The external NIC (assuming you're using
2 NICs) has the static IP you set in conjunction with the dual-wan router
LAN IP with proper port forwarding. The CEICW is happy with that.

Xincom makes dual-wan routers at a reasonable price. Linksys and Symantec
also have them.
