I understand that you have slow Internet access issue. if I have
misunderstood your concern, please let me know.
Jimmy, please understand that for any Performance issue, you will be asked
to enable some log files for period to analysis. In this case, we suggest
that you contact Microsoft Product Support Services via telephone for a
better solution and a dedicated Support Professional can assist with your
request. Please be advised that contacting phone support will be a charged
call.

Having said that, I am still glad to provide following general troubleshoot
steps, please see:
1. Make sure that you have correctly configure your Network TCP/IP
Configuration:
On SBS server:
External NIC:
IP: assigned by your ISP or your hardware router
Gateway: your ISP or your Hardware router IP
DNS: SBS INTERNAL NIC IP as the only entry
Internal NIC:
IP: Fixed IP
Gateway: None
DNS: SBS INTERNAL NIC IP as the only entry
On workstation:
IP: Assigned by DHCP on SBS
Gateway: SBS internal NIC IP
DNS: SBS INTERNAL NIC IP as the only entry

2. Schedule a down time to perform clean boot on your SBS Server to see
whether there is any third party software interference. To do so,
a. Click Start->Run, type "MSCONFIG" (without the quotation marks) and
click OK.
b. In the System Configuration Utility (MSConfig) window, click the
"Startup" tab.
c. Click to clear all the check marks from the list box under "Startup".
d. Click the Services tab, check the "Hide all Microsoft Services" box and
then click the "Disable All" button to disable the non-Microsoft services.
e. Click OK to close the MSConfig window. Click Yes when you are asked to
restart your computer in order to enable the changes.
f. After restarting, please check whether this issue still exists.

I have SBS2003 Premium. My Internet access so so slow after I have SBS2003
place.
I check all workstations IP address are getting from DHCP server which is
SBS2003.
So, Gateway is SBS2003 server IP address, and DNS is SBS2003 server IP
address, and Win is SBS2003 server IP address.
I have new 48 Netgear Switch in place too!
What chould be wrong to cause the Internet access slow!
