No Client Access to the internet

I just installed a 2nd NIC and reconfigured a wokring SBS2003 installation.
The old configuration had only one NIC and internet access was configured
directly through the router (no internet traffic through the server). I have
run the CEICW wizard several times since installing the hardware. I can
access the internet from the server, but not the client computers. I can ping
sites from the clients, and get DNS resloution but no replies.

I have used the IPCONFIG /FLUSHDNS on the clients, and tried all the
troubleshooting guides I can find on the web. All network settings match the
quides (as far as I can tell)

Questions:
1. What is suppose to route traffic between the two interfaces?
2. Are the clients suppose to be configured to use a proxy? (I tried using
the server and port 8080 - no luck)
3. I cannot find any reference to ISA on the server so I assume it is not
installed. How can I be sure.
4. What else can I try? Would installing ISA solve the problem?

The new hardware configuration is:

- Internet
- Cable Modem
- Router -( LAN IP: 192.168.1.1)
- 100 MB Switch ( 4 servers and severial VOIP adapters connected here - all
work fine)
- SBS2003 Server Internet NIC
- [server]
- SBS2003 Server LAN NIC
- 1GB Switch
- Client computers (No internet here)
