To answer your questions in order:
1) KB841996 is not installed. If it will not install properly I'd rather
not try.
2) The server is Win2003SBS Standard, SBS SP1 is applied. As is
SharePoint SP2, Exchange SP1 and Windows Server SP1 plus pre-reqs.
3) The issue occurred after installing the updates in (2) above
4) There are dozens of errors in the Application and System logs (1005 has
disappeared!). However 1001 & 1004 repeat in the Application Log:

5) 1005 has disappeared. (!?!)
6) After disabling all but the MS services on a restart the attempting to
launch Help and Support I was warned that a service was missing then on
attempting to start the service:
Could not start the Help and Support Service on the local computer.
Error 2: The specified file could not be found.
Upon re-enabling normal start up I received the error:
Access denied error was returned on attempting to change a service. You may
need to log on using an Administrator account to make the specified changes.
Incidentally this is the server that will only accept incoming Remote Web
Workspace connections from Administrators. Power User, Remote Desktop and
Mobile user access provokes this in the logs:

So I rather expect that there are registry permission errors also. If I
could find the key I'd happily change its permissions!

2. Just to double confirm, you mentioned "Could not start the Help and
Support Service on the Local Computer", do you mean the SBS 2K3 Server? If
yes, what is its edition, Standard or Premium? Have you applied SBS 2K3
SP1?
3. When did you meet this issue? Did you make any changes or install any
software/updates on the SBS Server recently?
4. On the server, run "eventvwr" (without quotation marks), check whether
there are any other errors in Application and System. If yes, double click
it, click the Copy button and paste the full content to the Newsgroup.
5. How often does Event ID 10005 appear?
6. I suggest that we schedule a down time to perform a clean boot on the
SBS Server to see whether there is any third party software interference:
a. Click Start->Run, type "MSCONFIG" (without the quotation marks) and
click OK.
b. In the System Configuration Utility (MSConfig) window, click the
"Startup" tab.
c. Click to clear all the check marks from the list box under "Startup".
d. Click the Services tab, check the "Hide all Microsoft Services" box and
then click the "Disable All" button to disable the non-Microsoft services.
e. Click OK to close the MSConfig window. Click Yes when you are asked to
restart your computer in order to enable the changes.
f. After restarting, please check whether this issue still exists.
