In the errorlog.txt, I found following error message, please see:
[02/05/06,19:26:15] Server Configuration: [2] An error occurred while
accessing domain information. Open Active Directory Users and Computers,
and verify that objects appear. Rerun Setup.
[02/05/06,19:26:16] Server Configuration: [2]
CSuiteHelpComponentRoot::PreInstall: RefreshAdmin failed with error
[80072030]!
There are many factors can cause this issue. Please see my suggestions:
1. Please add the missing Display Specifiers follow the section "Rebuilding
Non-English Display Specifiers" in the KB 308592.
[Note]: It also can be applied to SBS 2K3 Server.

2. I am not sure how you "look at the domain users it shows the '.local'".
To check whether it is a single label domain name, please see:
a. On the SBS Server or any client workstation, right click My Computer.
b. Select Properties, go to Computer Name tab.
c. Check what is your "Domain"? you can capture a screen shot for the page
and it to my mail.
3. If the problem persists, run the command below to register the
agrpdll.dll, re-run the SBS Setup and see how it goes:
regsvr32 "%sbsprogramdir%\administration\agrpdll.dll"
