Exchange Message and Connector Issues

I'm having many problems with Exchange 2003 on SBS 2003 premium. HP
Proliant ML 370 with dual 3.4g Xeons with hyperthreading. 4G ECS SDRAM
(system is only reporting 3584MB in server performance report). This is
a new server and a new install of SBS2003 3-1/2 weeks ago. My fourth
install of SBS going back to 4.5 and second of SBS2003. SBS SP1 applied
including ISA 2004. Approx 25 clients using mix of NT4, W2000P at
various service pack levels and XPSP2.
To summarize the issues:
1. External emails: SBS SMTP connector loses connection to smarthost.
My ISP blocks port 25 except within their network so I have to use
smart host. They allow smart host from within their network, ie: via
dsl connection. There is no firewall on the dsl router/modem. Modem
address is assigned dynamically by ISP so SBS dsl connection is
configured as dynamic dhcp and uses internal dns address. dns
forwarders in default smtp virtual server point to ISP's dns servers.
At server console I can telnet to smart host on 25 and send messages
successfully that way.
Tried creating a new virtual server and new connector manually. It
connected and stayed connected, but all message send attempts from a
client received NDRs with 5.1.7 error. In that scenario, external
messages may dequeue, but do not go to intended recipient, ISP log
shows an attempted connection, but no send and no additional info so
the messages are not queuing on the smart host. They are just
disappearing.
When I use the default virual server and sbs connector created with
EICW messages will not dequeue. Application event log for transport
says remote host dropped the connection. I cannot make it connect.
2. Some, but not all, Individual clients can send using pop3 accounts
on Outlook. Some will not connect to smtp host or pop3 account or both.
3. Internal emails: Lost ability to send messages internally. It worked
fine at first in a test situation with only a couple clients, got iffy
after all clients installed, now completely gone. During iffy period it
appeared to attempt to send internal messages to internet then returned
an NDR with an unknown address or domain message. Now messages
disappear and do not return an NDR.
I should note that during Client Install not all clients correctly
installed Outlook. I had to install those from the CD. They appeared to
install, but ther was no Outlook.exe file on the client.
4. Server Performance Report shows memory and stop pending issues for
the information store. There are two instances of store memory. It
shows errors on the POP connector, but I have the pop connector
disabled and zero accounts set up in it (it was setup the previous day
for an hour or two).

MSExchangeIS service is Stop Pending.
This service manages the Exchange mailbox and public folder stores. If
this service is stopped, mailbox stores and public folder stores on the
Small Business Server computer are unavailable.
For more information about this event, see the event logs on the server
computer. You can restart this service by using the View Services task
in the Server Management Monitoring and Reporting taskpad.
You can disable this alert by using the Change Alert Notifications
task.

Quick Summary:
1. Can't make smart host connect or send.
2. Can't make some clients connect via pop3 account.
3. Can't send any internal email.
4. Many exchange related alerts in SPR
Calendars, contacts, public folders all appear to be working fine for
clients. This is strictly a mail issue as far as I can tell.
