Slow internet download on Windows 2003 SP1 Server

I have installed a new W2003 Server with SP1 an domain controller for
10 Clients (XP and W2000).
The server has one NIC and is connected via a switch to our symatec
firewall appliance.
When I connect to internet the browsingspeed is normal (perhaps a
little bit slower than on the clients) but when I try to download a
file the speed is reduced to 1-4 kb/sec.
(A client has download rates with 100kb/sec.)
I have red a lot of posting about DNS and configuring internet access
on a W2003 SBS but I didn't find the failure.
The internet access is configured with the assistant for broadband and
single NIC. The gateway ist the LAN adress from the firewall. The DNS
is the firewall.
The configuration for DHCP is the same. (Remember clients work well)
The NIC has the firewall LAN IP for gateway and its one IP for DNS.
Node Type is Hybrid.
The forwarder in the DNS config points to the LAN IP from the firewall.
We have installed TrendMicro Client/Server Suite for SMB 2.0 and the
manually upgrade fails with a timeout due to the slow internet
connection.
Can anyone give me an advice how I can find the problem and fix it?
