SORTED.

Just to let you know we have resolved this issue. It was a combination of
permissions problem and Add-ins for Outlook.

Made the user a local admin of the Terminal Server and this sorted the
problem out. This isn't an ideal solution as this gives the user great
control over the system. Removed the user from the admins group and assigned
them back to the users group. Problem came back. Noticed the Office 2003
wasn't upgraded to SP2. Upgraded to SP2. Tried accessing Outlook again. This
time the error showed an error loading an Add-in to outlook. We then removed
this Add-in from outllok and problem seems to be sorted.
